Brush Burn Ban March 16 - May 14
The Department of Environmental Conservation (DEC) reminds residents that with warming temperatures and dry conditions, residential brush burning is prohibited March 16 through May 14 across New York State.

To all residents of the Town of Hamlin:
Special accommodations can be made for certain inspections or appointments to meet your needs when arranged in advance. Depending on the scope of a permit request, some permits can be approved within 30 minutes. New house plans or permits within the Local Waterfront Revitalization Program (LWRP) may take a week or more. Proper planning and communication on the part of the building inspector and the applicant is critical to providing good service.
The job of Building Inspector is to primarily ensure that buildings and structures in Hamlin meet or exceed the NYS Uniform Fire Prevention and Building Codes. Furthermore, the inspector enforces the Town’s Zoning Codes (rules/regulations), and stays abreast of new laws and regulations through training to promote or enhance public safety.
The department has issued over 300 permits for 2020. Each permit requires one or more inspections; therefore, hundreds of hours are required outside the office in order to provide this additional follow-up service. If you are considering any type of building or construction and are unsure if a permit is required, we encourage you to call our office to verify. Failure to obtain necessary permits self-imposes a $125 fee/fine. It is the property owner’s responsibility to know the Town of Hamlin’s local zoning code and to be aware of the various permits required.
A permit is required for all roof related items, such as; tear off, re-roof (no more than 2 layers allowed for a shingle roof), metal roof (can be installed over 2 (two) layers of shingles.

General Information: The following terms should be noted when applying for a building permit.
Alteration: as applied to a building or structure, a change or rearrangement in the structural parts or in the exit facilities, or an enlargement, whether by an extension on the side or by an increase in height, or the moving from one position to another.
Building: any structure having a roof supported by columns, piers, or walls and intended for shelter, housing or enclosure of persons, animals or chattels.
Structure: any structure built or erected, other than a building which rests upon or in the ground, or requires the support of the ground, or is attached to any building.
Building Permits: no building or structures shall be erected or added to or structurally altered until the Building Inspector has issued a permit. The building permit consists of two parts. One part is the orange card (8.5 x11) that should be displayed on the property during construction or installation placement. The second part consists of the relative data outlining the project, and is a source of reference kept on file at the Town Hall. After the building permit is issued, the periodic inspections include but are not limited to the following:

After the building permit is issued, periodic inspections are necessary, including, but not limited to the following:
- All footings and foundations must be inspected before concrete is poured and/or block walls, etc. are erected. (Footings must be at least 42 inches below the grade line, which is considered the normal frost line.)
- All footings and foundations must be inspected after completion, before backfilling and with all anchor bolts in place.
- All underground plumbing, both sanitary and storm, must be inspected before backfilling.
- All rough framing must be inspected as soon as the exterior is enclosed, but before the interior work is started. (This includes the installation of rough plumbing and rough electrical.)
- Insulation to meet the minimum energy code must be installed and inspected before being enclosed.
- Final inspection, when work is completed, is required. Any totally new construction will require a Certificate of Occupancy inspection, and the issuance of a Certificate of Occupancy or Certificate of Compliance before the building is occupied in whole or in part.
- Electrical additions/alterations must be inspected by any of these Inspection Agencies that are Common Wealth (585-349-3900), Middle Department Inspection Agency (585-454-5191) or New York Electrical Inspection Agency (585-436-4460) for both a rough and final inspection and issue their certificate before the final inspection can be made by the Building Department. It is the owner’s or contractors responsibility to contact these Fire Underwriters and have these inspections made.

Zoning and Building
An important part of the local building code involves the zoning of land. Do you know how your property is zoned in Hamlin? The official map below signifies the different types. The table of Zoning Dimensional Requirements should help to further clarify the allowable setback requirements when one considers taking out a building permit for any reason. Of special attention is the Shoreline Residential (SR) setback where a general requirement consists of having a side setback determined by the width of the lot, I.e.: a 60-ft. lot width (using 10%), requires a 6-ft. side set back.
